  • Expression of Interest are invited for Comoros Education Sector Analysis. The objective of this task is to prepare the Education Sector Analysis (ESA) for the Union of the Comoros. Comoros has secured the System Capacity Grant (SCG) from the Global Partnership for Education (GPE) to support the development of key strategic planning documents for the education sector, and has selected the World Bank as the grant agent to support its implementation. The objective of the ESA is to improve the current evidence base for policymakers and practitioners and serve as the basis for the preparation of the new 10-year Education Sector Development Plan (ESDP). The ESP will also include the preparation of a new 3-4 year implementation plan with specific activities and actions for the Ministry of Education to take to reach the expected goals/targets outlined in the ESDP and further develop its education system. A second objective of this sector work is to enhance Ministry's institutional capacity to prepare and lead sector analysis and reinforce its ability to plan and monitor the performance of its education system. Through close collaboration with experts, it is expected that MoE can build capacity on applying various frameworks and approaches to use to collect data and conduct education sector analysis. It is also expected that the ESA will help to mobilize the Local Education Group and strengthen coordination and dialogue among education stakeholders in Comoros. The ESA should enable key stakeholders to have a common understanding of the status of the current system and a solid evidence base for future investments in the education sector. Scope The ESA will produce a comprehensive analytical report of the education sector. This analysis will look at recent developments and the current situation of the education system, with an emphasis on quality, efficiency and equity in the sector. This ESA Report will cover all levels of education (preschool, basic, secondary, technical and vocational, and higher education). The ESA will also provide a thorough review of the sector performance, financing, and management. It will examine enrollment across both public and private schools, and identify obstacles to achieving universal access, retention, and completion of education levels. It will explore the internal efficiency of the system by analyzing student flow (repetition, promotion, and dropout) and will assess the extent and reasons for out of school children. The analysis will be carried out across core dimensions of equity, including gender, geographic location, and poverty status. Learning outcomes will be examined as a measure of quality of the education system, and the system-s capacity to transform education resources in desired outputs and outcomes will be assessed. It will also explore the key issues concerning teacher management. It will assess the external efficiency of the system, examining how each level of education contributes to the achievement of national economic and human development goals. It will also examine the structure, adequacy, efficiency and effectiveness of education financing. The ESA will highlight key thematic areas including inclusive education and conflict and disaster risk management, and girls- education. The analysis will highlight the challenges across the three main islands to enable policymakers to draw island-specific recommendations. A proposed outline of the report and expected analysis will be provided.
