Expression of Interest are invited for Comoros PPP Program Support. Publication Date: 15-Dec-2021 Expression of Interest Deadline: 06-Jan-2022 Assignment Description Comoros, a country home to nearly 900,000 inhabitants and densely populated over a total territory of no more than 1,800 square kilometers is geographically positioned between East Africa and the Indian Ocean The Government of Comoros (GoC) is looking to promote the operationalization and development of public-private partnerships (PPPs) within the country to attract transformative private investments in infrastructure to narrow the infrastructure investment gap while shifting away from its heavy reliance on public procurement. IFC has agreed with GoC to undertake (i) a review of the PPP framework in order to ensure that it is aligned with international best practice, (ii) to support GoC in the identification and assessment of a pipeline of projects that can potentially be developed through PPPs and (iii) provide capacity building on-the-job (the Project). To undertake this mandate, IFC will be requiring the services of a qualified PPP consultant (the Consultant) to support with the implementation of the Project. Interested consultants must provide information in French indicating that they are qualified to perform the services. IFC now invites eligible Consultants to express their interest for this potential mandate. Interested Consultants must provide information (in FRENCH) indicating that they are qualified to perform the services, referring to the qualification criteria. The EOI submission presentation brochures should be organized to include sections demonstrating that the firm meets the 4 criteria indicated. Expression of interest documents / brochure CANNOT be longer than 20 pages, excluding CVs of staff and fact sheets on projects. The Selection Committee reserves the right to reject documents longer than 20 pages. Following the completion of the EOI stage, the detailed Terms of Reference and other relevant information will be provided to shortlisted candidates.
